Promotion of student participation using the example of a planning cell

Abstract
A planning cell is a format of citizen participation that enables citizens to participate as equal experts in the solution of a planning problem. How a planning cell in the university context can promote student participation is described conceptually and empirically. The evaluation data from 14 student participants in a planning cell show a high level of satisfaction with this format as well as indications for a successful implementation of and motivation for participation. In addition to known measures to promote participation, the cooperation of student employees who actively participate in the digital transformation of the university as student digital officers is also beneficial. In addition, the student-as-partners approach can be realised in planning cells in order to involve other stakeholders besides students and to strengthen student participation.
